But negotiations have stalled after West Brom demanded in excess of 20m for his signature and they are considering doing a deal with QPR for Austin instead.
Austin has been on their wish-list ever since it became clear the 24-year-old wanted to secure a move that would see him remain in the capital.
QPR have put a 15m price tag on Austin’s head and no club have come close to meeting the asking price yet.
The former Burnley and Swindon forward, who scored 18 goals in his debut season in the Premier League for QPR last term, had been hoping for a move to Chelsea.
But the latter decided to keep Loic Remy, meaning he is having to look at other options.
A number of clubs across the country are interested in his services, including Newcastle,2 West Brom, Bournemouth, Aston Villa and Leicester, but he doesn’t want to uproot his family from their home in Wiltshire.
Crystal Palace were also in the hunt but admit they can’t afford the fee, while West Ham are now increasing their efforts3 to buy him following the news that Enner Valencia is facing at least three months out with a knee and ankle injury.
But a switch to White Hart Lane is believed to be Austin’s preference, especially as they can offer European football via the Europa League and an opportunity to form a partnership with Kane up front.
Tottenham chairman Daniel Levy has a huge advantage in the negotiations due to the fact former Tottenham striker and coach Les Ferdinand is now director of football at Loftus Road.
Ferdinand is willing to do business with his old side, however, he won’t lower the Championship club’s demands of 15m.
It is also understood that he still wants the fee paid up front and doesn’t want the kind of staggered deal Levy prefers, where a sum is comprised of a series of instalments and various add-ons.
Tottenham still haven’t ruled out a deal for Berahino though and it could just come down to who they can get for the cheapest fee up front.
As things stand, Austin, who has just one year left on his contract, will play for QPR in their opening Championship game at Charlton on Saturday.
Meanwhile, Spurs are in talks with French club Lyon over 21-year-old striker Clinton N Jie4 and are prepared to pay an initial 8.4m with another 2.1m in add-ons.
